Yes, but IQ is not very regenerative at older ages.
so if you had the potential for 140-160 IQ but retarded yourself to 100-120 it's unlikely you'll recover fully, and it's unlikely you'll be better off or even the same if you started before had because you'll cost your memory development and it'll be harder to learn new information.
