There was no physics behind that. Then QI was conjured up and McCulloch claimed that actually this was physical, but he did so with full knowledge that it already matched the data. It's not a prediction when you make the model up to suit the data. It's really just fixing your parameters with post hoc justifications. Also MOND and other models fail completely on larger scales, like galaxy clusters. McCulloch just waves his hands.
