Generally, intelligence is always there, but without the institutions to provide an education much of it will be wasted. Similarly if there is a lack of tolerance to original thinking and innovation, then new inventions and discoveries will be less common.
Creativity is a highly underrated compared to education and intelligence. Many scientists are educated and intelligent but if they cant think of original ideas and concepts then they remain technicians at best. Scientists who can think outside the box, who are willing to try new ideas, who live in an environment where their efforts are respected, will produce the truly great results.
At one time in history Britain possessed an abundance of excellent education and a society which valued and encouraged creative thinking. A perfect environment for natural intelligence to be fully developed.
