My first reaction was to say "NIGGER WHAT?!" but that doesn't seem like it would be productive. So i'll just say this. That is not even remotely how genetic modification works. The closes thing i can think of, is that early generation genetic research worked based on causing mutations and then looking at waht changed phenotipically. Even then EMS was used more often than radiation.
Nowadays we use RNAi for knockout studyes, and genetic modification is done via transfection or recombination for which there are a number of methods. It is possible to introduice a gene via sleeping beauty tranzposon system, which can be targeted to a number of specific sites. One can also use the CRISPR cas9 system, which is also specific, though less effective (lower success rate).
