In fact Russia is the only European country with a homicide rate above the world average, and it's still (significantly) lower than the average in Africa and South America.
Both these countries also went trough economic hell and complete systemic collapse in the 90's and are extremely poor, especially when compared with the EU, despite that they have had a downward trend in homicide rates post 90's.
