Scientific advances

Was reading Peter Theil’s book, and in it he mentions that while the field of computer science and its related fields seemingly have advances that happen every day, all other fields like biology and chemistry, etc, advance at almost a snail’s pace in comparison.

Is there a reason for this?

Peter seems to think that government regulation is the main reason for the stagnation of innovation in all fields outside of CS/IT
