Is there a scientific explanation for why counting vote is different than counting lottery tickets? It seems like there should be, but I can't think of it.

I thought It was because the lottery has a record of what the numbers on the tickets are they sell, so when the numbers come up they just search how many tickets sold had that number combination. Whereas with voting, they don't know how many Trump tickets were sold so they have to count them.
