Predators have brains optimized for hunting. Since most prey flees, the fastest way to recognize prey is to find the thing that is moving away. By not moving, the goat becomes invisible to the highly specialized pattern recognition of most predators.

Fainting goats have been selectively bred to protect heards of sheep by keeping predators busy which always go for the weak and injured first, and to be more easily catchable by a single person. Evolution wasnt a factor.
