I fucking hate everything about it. Its clearly on purpose. If more US territories spawn off-world, on the Moon or Mars; that will require greater degree of representation and democratization. Most people who are likely to go off world, regardless of whether they're liberal or conservative, will be required to pull their weight and any governance faggotry back home as a result will not be tolerated; or hundreds if not thousands will die and it will be a colossal PR disaster.
That in turn will impact policy and law shaping back home. Entrenched powers as a result will have less a potential to hold onto their mini fiefdoms. As a result, fresh blood into the system will lead to a broader liberalization of the governing bodies. More space funding, more social spending, more education spending, more infrastructure spending; less grift, less fraud, less wealth transference and gentrification, etc.
This leads to a richer state on Earth, and a more productive and over time bigger colony off-world. But petty, bought house reps and senators don't get their cut ("bribe"). That's why Cantwell threw a shit fit about how HLS shouldn't move forward at all if Blue Origin didn't get funding; or how that one faggot from Alabama had the nerve to say that other bidders in HLS wouldn't be able to stay in business without funding:
