Hyenas are incredibly intelligent, social, coordinated, and capable of deliberate planning and specific types of hunting depending on their target. Despite that, they lack dexterity due to having normal paws. Hyenas unfortunately aren't making the cut, and everything else with standard paws sure as hell isn't either.
Not including other primates, perhaps the greatest contender is the raccoon. They're quite intelligent and have very good dexterity, the only problem is their relatively low socialization. Despite that, their hurdles to advancement simply aren't as big as those of others.
Another possible one is elephants, but this is a bit of a stretch. They could gain decent dexterity through some evolution of their trunk—that's not very far-fetched. They're also fairly intelligent and social, the latter especially in combination helps significantly. Their problems are that they simply don't have any reason to make themselves more vulnerable by expending their energy on greater intelligence when their sheer size does all the work for them. They're also constrained to walking on all fours due to said huge size. That's not a good thing for any species that wants to be advanced.
