I assume you mean Strong AI or General A. We don't really know, the only human-level general intelligence known to science is the human mind. And we don't really have a very good understanding of how the brain works on a technical level. So barring a significant advance in computing or our knowledge of brains, it's anyone's guess as to when we'll get a general AI.
