It's transmissions can be picked up by amateur directional antennas, if it's transmitting next time it's towards earth everyone will know that it's at least capable of still transmitting.
As for can it moce that will take Chinese proof or it to move so far you can tell by radio (highly unlikely).

Moon is closer than Mars, Moon is tidally locked so the same side always faces Earth.
Mars is further than the Moon, Mars rotates breaking line of sight.

Basically we won't know for at least a martian day (~24.5 hours), if it can't be verified you better believe that will make the news cycle to make the claps feel better.

there's several probes orbiting Mars at the moment, from NASA and ESA, they should be able to pick up the radio signal of... something. I believe that "something hardy with a radio emitter on it" can be landed, but landing a rover, a functioning rover, that's harder to believe.

Obviously, if that radio transmitter begins to move across the surface, then I guess we could admit that they managed to land "something hardy with a radio transmitter on it that has moved on the surface of Mars".

What if it's a radio gadget with a small parachute or sail attached, so that it gets dragged around with the Martian wind and looks like a rover rolling on the surface to the ignorant observer?

I fully support being skeptical, expecially since China didn't announce it until hours after amateures had already confirmed it had started the landing burn and they have a habbit of covering up failures.
That said this thread is full of ways to confirm it and the TL:DR or all of them is "it's too soon, wait a few days".

Short term, its possible, but there are many problems with that.
1) You have to have a way to allow connections to said electronics from sensors, motors, ect. That will still allow radiation in to the shielded area. Radiation can pass through wire into the shielded area, even if its air tight. It would only reduce the exposure.
2) Lead will eventually deteriorate. Lead absorbs some of the radiation, but it slowly gets destroyed from it.
3) Weight. In order for it to be effective, the lead shielding needs to be thick, which adds weight. One of the most critical aspects of space equipment is how much it weighs. Lead is really dense.
