First of all, the military does absolutely none of its own R&D. All of it is done by private contractors such as Northrop Grumman or Boeing.
Even when the military does do its own research, they just hire a bunch of contractors to do the actual work and make their overly educated officer corps act as useless project managers.
Is the military advanced? Sure, but they pay obscene amounts of money to do it. Everything that happens in the private sector is done with the hope that it'll turn a profit, but the military has a blank check for anything it does.
