How do we stop Putin's death rays /sci/?

Should we instruct the CIA to cover themselves in tin foil to repel the rays? Should we cancel their health insurance so they can't makes injury claims on nebulous symptoms by blaming foreign gangstalkers with sci-fi weapons? Should more lithium be added to office water tanks in Langley? What ever the solution we can all agree it's a hard scientific nut to crack.
