There are an infinite number of numbers that are approximations of pi (3*, 3.1, 3.14, 3.14159, ...) but in none of those infinite possible choices will there be a possibility of pi starting with 4, or 5, or 6. You can have an infinite collection, but that doesn't mean every possible collection.
Unless there is a decision-branching tree that can ultimately lead to that result (from "I'm late late, should I shave today or not?" to a future "I've learned to yodel, but for maximum entertainment value on youtube, should I yodel with chickens or guinea pigs?") then that world will not be a possible world.
