if they hold the rope at eye-level, then as soon as they break eye contact over the horizon, the rope would touch the ground, and for every part of the earth that they can't see beyond the horizon, the rope would always be on the ground. when they finally get together again and tie it together and let go, the remaining midair length of rope would just fall.
