In summary, i have an offer at a university ranked 5th and a university ranked 20th. The 5th university has an overall much better course and a great international/national reputation with industrial connections. The 20th is, as shown by the ranking, sort of middling, it isn't poor by any means yet not exceptional which you could argue the other university is. If i were to attend the 5th university i would have immensely limited finances and if i'm honest i don't know how i will support myself later in the course even if i picked up a job which leaves some uncertainty. At the other 20th University, i would have money to spare and would be able to 'invest in myself' throughout the course if necessary, the quality of life also seems better there, just the general course quality/reputation is worse. The 5th university course is 5 years and a Masters while the 20th is a 3 year Bachelors.
I apologise that i don't have a singular question regarding this... which would you pick givent the admittedly limited information i've given? how important is some disposable income to spend on resources on a Computer Science course specifically?
