If it take 48 billion years for rubidium to decay into strontium and the universe is only 13ish billion years old how does strontium exist.

That's how long it takes for half of a given amount of rubidium to decay into strontium. It would only take half as long for a quarter of your rubidium to decay. Furthermore, you have assumed that all strontium in the universe has come from rubidium decay, which may not be the case.

Are you sure?
You need like 4 billion for the star to form 4 billion to make it detonate and form rubidium. Which then will be only a fraction of the new elements created. Which then will need 24 Billion years to form any significant quantities of strontium.

A half life is the time it takes for half the mass of a radioactive sample to decay into a daughter product(s) as a constant process.
Also Sr-87 is just one isotope, there are 9 others, and Sr-88 is the most common.
