You’re pretty much constantly being irradiated to a small degree, so if it hurt, you’d know. If your question is why it doesn’t hurt, it’s just microscopic enough damage that your pain receptors don’t fire. If your question is how something that doesn’t hurt could kill you, I encourage you to close yourself into your garage and run your car for a few hours
