launch 2-10 billion tonnes of nano-patterned silica "confetti" from the moon effectively tailoring the emission spectra of venus to be in the transparent wavelengths of co2 cancelling 99% of the greenhouse effect, within 2 years the temperature has lowered to 10 celcius or less and 75% of the atmosphere has rained out into co2 oceans, at this point the entire surface of venus is exploreable with deep diving breathing gas mixtures (helium hydrogen oxygen mixtures)
the energy cost with lunar rail gun would be about 2-5 cents per kg, bringing the total cost of making Venus habitable from 50 billion to 500 billion plus the cost of the lunar base.
