Authorities control PCR testing and manipulate the curves at will. French got caught doing explicily this a couple months ago, when massively testing children.
Children can't get covid but they can get a false positive test result, hence inflating daily case numbers when needed for political reasons.
In this example authorities were getting desperate, so they ganged on school children but revealed their hand in the process.
Funnily, France still maintain real numbers in an older fashion, counting ill persons who saw a doctor (they're measuring accute respiratory infections. Réseau Sentinelles, published on some official website). If I remember well it's about 4x lower than so-called "covid cases". It includes a majority of non-covid and a small minority of covid.
Regarding your curve going up and then down (even though the numbers are highly unreliable), epidemics seem to do that even when you're not doing anything at all.
