9 + 10 in Undecimal (every base is base 10 by definition lol) = is still 19. Maybe you meant to say 9 + X (X being how many fingers and thumbs you most likely have) would then = 18, which would equal 19 in base X, or 10 in base X.
9 + 10 in duodecimal will also be 19, but would represent the same value as 21
9 + 10 in every base (that is high enough for 9 to exist) will still be 19, 19 however would just represent different quantities.
