Cloning ban is still in effect in most of the world and this would constitute cloning. While technically not human, I think most people who are against it would say "close enough" and declare it immoral. You'd get the inevitable "would the cloned neanderthals have any rights since they're not technically human" questions and it could never work.
Speaking of this topic, I have to imagine there are quite a few human clones that were created illegally running around, the tech supported it starting in 2005 and there are plenty of countries like Cuba where they have both the will and the technology... I think you might start to see the first of the human clones coming out of hiding soon, they are just about adults now some of them.
