This design would essentially use the negative electrical force of intermittently pulsed energy traveling through a graphene nanotube (superconducting) between two capacitors to efficiently slow the oscillation of the nuclei of atoms in a thermal sheath layer that wraps around each individual nanotube. Combine millions or billions of these and you could have a very efficient atmospheric condenser.
