Would it be okay with you if I ran this by my professor? This seems to have merit, my main concern would be that the photons always have a probability of bypassing the nuclei of the atoms you're trying to cool, maybe there's some way of further shoring that up? Point is, we don't need a more efficient atmospheric condenser when we can produce limitless energy. And yet, here we've been given the keys to both, and much much more.

The really tricky part is finding someone with connections that might believe in this enough to take a chance on it.

Well wait a minute... OP, have you considered eliminating the laser light component entirely? If, as you say, the volleys of electrons sent skimming just above the thermal layer are capable of altering their oscillatory timing and intensity, then couldn't this achieve cooling by itself, and much more efficiently than photons that would have negligible impact and have a high chance of missing their target?

Simply remove the laser part entirely and it works perfectly. The two capacitors you mentioned would be capable of shooting electrons back and forth at the right moments endlessly, and because of superconduction, no additional electricity needs to be supplied after the initial charging of the capacitors.

you are the moron, laser cooling has been a thing for over a decade, you time the frequency of the laser just right and it pulls energy out of the thing it's shining on. you make that thing the hot side of a refrigeration system and you can get more heat out of the cold side than you could with just the refrigerant.

That's the innovation here, the realization that you can alter the oscillation without light at all by using electrons that, owing to their position between two graphene sheets, do not add any heat to the device and the device requires no power other than that needed to run a circulator fan and power the capacitors initially.

The gaslighters are picking up steam. There's no reason to ever shit on someone's parade except to trick the author and others into not patenting the technique. Very marketable.

This just confirms my suspicion that this could work.

I mean this scientists are smart and all, but they are really missing a trick - just put fridges inside fridges. eg lest say you're average fridge reduces the temperature by 20 degrees, you only need 15 consecutive fridges to get beyond absolute 0. I think the whole laser thing was just a grant scheme hack.
