The obvious answer to OP's question is that fitness is somewhat lax for women while fitness is not lax for men. So practically all resources go strictly into fitness and only a little bit prioritize ornamentation. And male ornaments are not harmful, facial hair results in few complications and is probably a small bonus to fitness for instance. Though its essential relevance is probably ornamentation.
And ornamentation usually results in males when 2 conditions are met: fitness is somewhat lax in their ecology (they have reached some minimal optimization for the niche they fill), and the species has one sex specialize in general fitness (strength, intelligence, or lifespan) and the other specializes in bearing reproductive cost (specialized strictly for reproduction with some cost tradeoff occurring). In humans the latter is condition is met moderately but the former condition is probably not met, maybe due to the nature of social competition men are ruthless enough to one another or women are choosy enough for some reason, or maybe we are simply intelligent enough to see past an appeal of gross and exaggerated ornaments because we are sensitive to deformities or other malignancies in form. Women with gigantic breasts are disgusting to me for instance despite the ornamentation normally being appealing
