That's just part of the automatic response to hemodynamic shock (compromised circulation either due to blood loss or other causes) - the blood vessels in your periphery(arms, legs) and internal organs like the liver or GI tract constrict, diverting whatever blood possible to the vital organs. It serves a purpose in 'mild' cases, allowing time for the issue to be fixed and possible recovery(because most tissues can handle a good time with no blood supply, up to an hour for the skin and muscle of your limbs, while neurons die after only 5-10 minutes; not to mention that most other tissues can recover and regenerate, whereas dead brain tissue stays dead); but obviously in terminal cases it's just desperate and pointless
