So people with Y chromosomes (males) will not be big but people with no Y chromosome (females) will not have their hormones modulated and they will become really big.
Maybe something like attaching the genes that code for multiple epiphyseal dysplasia onto the Y so that all males are affected by it if that is even possible. but this affects joint health so thats probably not a good way to go about it. Unless there was another gene that codes for dense bones and joints that you could also append in order to offshoot the negatives.
This of course is not easy to do.
