American ethnic statistics are made by the government for collecting data, nothing more, nothing less. They also focus on national origin and cultural groups rather than pure ancestry. The reason you have disparate groups classified as the same is because there simply aren't many of these minority groups. Effectively all white Americans are from the British Isles, Germany, or a smaller number from Italy that tend to live in very specific areas. There are no Australian abos in the US so why does it matter that for governmental purposes, they are black?
Hispanics are a larger minority so it makes sense to classify them separately, with Spanish people phenotypically and culturally distinct from the Northwest Europeans that populate the US.
On Americans being mutts, this isn't true. From that 23 and me study, 95% of white Americans have only European ancestry and this European ancestry is mostly just British and German, with most people being one major ethnicity but it's not uncommon for German-British mixes to exist, especially depending on where you are.
