We all here agree on the fact that African blacks does genetically have a lower IQ.

My question is : do we know for sure that african blood being diluted among a white population will for sure result to an IQ decrease of this population ? I'm asking this because it seems like this will happen.

My understanding of genetics isn't sufficient to have a pertinent idea of this.
