So where does the pollution come from?

The pollution in this area comes from illegal stubble burning by farmers.

Two options:
Destroy the Indian farming industry or fix the Indian farming industry.
The latter is difficult because India is not a business-friendly country, local government can and will pardon criminals for ethnic reasons and seize private property for ethnic reasons. If you're a Monsanto executive and you're looking at the shitty rule of law in Jharkhand, would you want to expand operations to include Jharkhand? Kek, this. You don't even really need violence though if you want to solve it. Implementing a UBI system and/or stimulus program that replaces the income for the farmers and imposing restrictions is enough. These farmers probably don't even get paid much either, but any radical change in their routines would probably be met with violence unless you give them a consistent source of income.

I've not seen this version so far, but it could just be the geography. This is a measurement of where pollutants presently are, not their origin. If you know India's topology, you will note that the peak roughly corresponds to Ganges, which is the lowest geographical point in India. I suppose all the pollutants end up there due to climate bringing them in from the highlands.
