It'll get you started, it has a good overview of C++11 language features and some standard library features. It explains well how things in the language work, however it does not teach you programming, as in program structure, algorithms, architecture or paradigms, it's just the language features.

>>13035003 said, it's not a best practices book, or even that good of a reference. It's not much use once you've read it and made a few projects of your own, but it will certainly help you get started.
