There is all kind of testing going on right now, using the actual human population. That's why they found the France lot of vaccine that was just saline solution, and Oh My Gosh, how did that happen? That's why prisoners in Iowa were given given a massive dose of the vaccine by "accident", to see how they'd react, and that's why whatever they gave the people in India is killing them in droves.
