In my opinion, it's a better introductory book than Munkres for the above reason, and after reading it, you might as well go on to e.g. Hatcher or May instead of Munkres.
The only reason I see it being worse as an introduction is that it might require more mathematical maturity.
Also, Soviet textbooks are automatically based.
