Obviously for something really technical you may judge your understanding based on your ability to convey the information to an expert in that specific topic. For something less particular you may explain it to another person working in the same general field. It isn't unreasonable to ask you to explain QM to an advanced American high schooler. A decent high schooler could understand "The Principles of Quantum Mechanics", for example. Dirac understood QM better than anyone at the time, and his account of the subject is very readable.
