The NIH isn't handing out grants for it and no scientist wants to sacrifice their career for something most would call "mad science". Same with big pharma, starting that work would be bad press. The occasional news article about the march to artificial wombs isn't helping anything. If no one paid any attention at all, eventually some scientist would make the case to the grant committee that there are a number of sound medical reasons to work on this, and then in ten years we'd have it.
