I am not a physics guy. All I know is that getting a projectile faster caps out beyond a point, adding more bands allows you to shoot heavier things as fast. Could I beat this speed by using pulleys the other way around, rather that using a lot of rope to lift something heavy, I use something strong to make a lot of rope go very fast?
