How do you read this?

does it mean you have to mod for every i up till 9 or do you have to mod the final sum at the end?

That's not true

2%3 + 2%3 = 4
(2+2) % 3 = 1

Looks like an (ISBN) checksum. You should take modulus at the end but taking the modulus of the sum after each iteration will also work.

The mod 3 operation is a projection of Z to Z/3Z. After the operation you're not dealing with integers anymore but equivalence classes.
1 = 4 in Z/3Z

It depends on how you interpret that sum, but generally speaking addition of 2 numbers modulo n, the result is still part of modulo n. That is to say, it depends on how you define your + symbol, but both can be used of course.

i.e.:
$a \mod n + b \mod n \equiv (a+b)\mod n$ (addition modulo n) vs regular addition. From OP's post we can't really tell what to use but I would be inclined to use addition modulo n.
