Only 1% of people should be allowed to live in cities (inventors, engineers, devoted artists, wisemen etc.). These city slickers should under no circumstances earn high wages.
Those demanding that a city be expanded, to fit more people, would be banished. The rest of humanity should live in small villages and strive for self-sufficiency and spiritual growth.

This would solve 99% of all modern problems.
