Decrease in luminosity?I don't really specialize in the x-ray field of things, but if x-rays are working similar to light I suppose that the inverse square law would still apply from the flash light. So, decreasing luminosity might not work; although, we're speaking theoretically.
Thinking about it, x-rays are similar to light and the human eye can only really see the light we can obviously see, where as animals like Deer can see in x-ray light; i.e., why hunters wear blaze orange having, a dual purpose for our human advantages.
I would suppose if you made a "flash light" that emitted some sorta x-ray. It would probably be one to trick our senses; I would say that would be a success, or at least the first steps to the final product.
I feel a question that might be important to ask as well, would be what would the energy source look like for this "flash light" if it will take light rather than emitting light?
