If you're pumping gas into an elastic bag, and the gas flow is greater than the initial gas exit rate, will increased pressure in the bag result in a faster gas exit rate sufficient to prevent the bag from bursting?

it depends on the flow characteristic through the exit. There is a flow-limiting friction whenever a fluid passes through an orifice. Because the bag expands only when flow in > flow out, your answer depends on how constricting that exit is which in turn depends on stuff like temperature and viscosity of the gas, thickness of bag, how sharp the corners are, etc. Now there's the dependence on how elastic the bag is.

Depending on the bag material, the gas may also diffuse through the bag which will mean more gas loss.

I expect that the outflow rate will be proportional to pressure inside the bag, and the bag will burst when the pressure is too great. Thus, the faster the necessary outflow rate (i.e. the greater the inflow rate) the greater the interior pressure, and therefore at some point the bag will burst if inflow rate keeps rising. This feels sort of obvious, though, so I think I must be misunderstanding the question
