Just look at the variety of vehicles that can built upon the starship base. An Earth lander, Lunar Lander, Tanker, Orbital fuel depo, Mars Lander, Mars transit ship, space station, LEO cargo ship, ect...
And the starship is the smallest it can be to achieve full reusability and be economically sensible. Rocketry favors bigger rockets. They could build even bigger starships in the future.
And that's not all. Only the starship with its humongous payload capacity to LEO and the Lunar surface can kickstart manufacturing in orbit or lunar surface. If you're serious about colonizing Mars not even the starship will do. What you need is a giant transit ship that could send thousands of people to Mars at once. But if you built such a big ship it would never be able to leave Earth so it needs to be build either in orbit or the moon.
