If you've never submitted a paper as the lead author you probably underestimate how long these things take. First you have to wait for the referee report, which can take months. Then you have to do revisions which can be drastic, amongst other work. I've seen papers come back with 4 pages of comments. There can be multiple rounds between authors and the referee. Even when it's accepted it typically takes at least a month to appear in print, because it needs to be edited and typeset.

Some papers can take over a year to get published. It depends how quickly the referee and authors respond, and on how severe the revisions were. A paper can collapse entirely if i's rejected and the authors chose not to resubmit to another journal. For ApJ the average time between submission and acceptance is 15.5 weeks, with another 4 weeks to publication.

If intelligent (contactable) life was so common that it appeared in the very next system then it should be everywhere, and you have the Fermi Paradox again. There should be no shortage of more advanced life capable of building persistent radio transmitters which could be detected at much greater distance.
