I want to divide the earth into equal parcel for a political project. Basically I want to hold an election online in each parcel to create a global government, but I don't know how big these parcels should be and how to draw them. I want to cover the entire world with parcels, including the parts that are water/uninhabitable.

So rules are each parcel is equal to every other parcel, what is the ideal parcel size if it was to be used as a border? Also I guess these parcels start at the prime meridian or the equator.
