I'm looking to download a HTML or similar version of wikipedia as it was on 1st january 2004 or a nearby time. All articles and pics. Is there anyone who made a snapshot or something?

Have you looked at https://dumps.wikimedia.org/ at all? You might be able to reconstruct what you want from there.

yeah I found it... but is it really a wikipedia that can be run as the actual website but in local?

The static dumps don't need anything but a web browser, but they also don't include the image files, so you have to get them from somewhere else.
