Law enforcement can do their jobs - gathering evidence, identifying, tracking, and surveilling suspects and associates, and apprehending those too dangerous to be left on the street. For multiple reasons, police in parts of the US have a habit of breaching professional and ethical guidelines and not doing their job properly, not necessarily because of "racism." >poverty
Poverty in this day and age is man-made. It generally occurs either through negligence or malice on the behalf of the powerful. >IQ etc etc
Some of the people with a major hand in this aren't idiots. You need to be at least cunning and aware to move up in the ranks of organized crime or government, for example. Other issues I mentioned occur independently of intelligence - that's how it is with drug abuse. Everyone in the 80s thought it was just a problem of poor blacks in cities. Now look where we are.
