If you experiment on someone you should be resposible for the possible effects.
Imagine you leave 100 people paraplegic for life, why should the rest of society have to pay for your mistakes? Yet you will never be able to pay for the lives of 100 or more individuals, so both you and them are shit out of luck.
Of course this doesn't happen in China, since they'd just have hitmen kill the cripples and threaten their family. But I don't think any westerner wants to live in that world.
