Diabetes is caused by a constant overstimulation of the pancreas by eating refined sugars and simple carbohydrates (such as found in white bread or any other thing that uses white flour or things like starch - all of which get metabolized into sugar relatively fast).
The liver only comes into play if you are talking about fructose as only that gets metabolized in the liver, glucose does not.
Dietary fat does not even trigger an insulin response and has literally nothing to do with diabetes. High fat diets, if the dietary fats are of the unhealthy kind leads to arterial plaque, not diabetes. The two often coincide as western diets have become high in saturated and transfat at the same time as they are high in carbs.
And I am not a keto tard, red meat is literally a carcinogenic. I am pescetarian, very rarely will I eat venison (usually only in restaurants specialising in it), but my main is wild salmon. I eat lots of vegetables, nuts and seeds, and I couple all that with olives, cheeses, yogurt and berries. I use lots of high quality oils for cooking and for dressings. I have almost completely eliminated processed sugars from my diet.
