I feel like we look back at the science of the 1800's and 1900's with a certain amount of smugness and arrogance. Scientists recommending smoking? Hazardous industrial chemicals? Blood letting? What a bunch of fools. Now we play Portal 2 and laugh at the Cave Johnson trope. Good thing science is more advanced and we have it all figured out this time.

We are experiencing the same arrogance they had back then.

It would have you realize that a generous waiver is the only way any company is going to be able to develop and supply a critically needed medical technology in under a year. Otherwise they'd get drowned in litigation, most of it frivolous but taking years to resolve.

But I thought the long timeline for development was simply an issue of funding. If that’s the primary reason, why should they have legal liability?

As is, they've tested the vaccines for what, 6 months? Before releasing
Russian Sputnik notoriously was rushed out asap after like a month of testing

A lot of time is spent fine-tuning a vaccine or drug to minimize unintended or undesirable side-effects. If that time isn't spent, there will probably be a higher than average number of those side-effects, which might lead some people to want to sue, therefor the company will want anybody who agrees to take a rushed-to-market shot to sign the waiver.

Not every test can be sped up. It's 99.99..whatever% safe after even a rushed testing regime, but there's always the risk of a significant number of people suing for one thing or another when you're using it on literally billions of people.
