Nobody has ever actually defined the rules which result in A, (just saying that momentum is conserved is not sufficient, since even stationary portals do not conserve momentum). B on the other hand is completely defined by the trivial rule that, anything that goes in one portal, leaves the other at the same relative speed it entered.
